Quick question, does PS CS3 have track mattes?

I imported a file from ae that used a track matte luma invert but it did not translate to PS anybod have a solution?

The short answer is no.
Photoshop doesn't use track mattes. It uses layer masks.

I'm not exactly clear on what you are trying to accomplish.
A still image with an alpha?
If you export a TGA or TIFF with an alpha it will get the job done.

Precomp your track matte then render it out with an alpha.
