Horizontal Lens Flare

There was a brief discussion in the Cinematography board about horizontal lens flares. Anyone know of a way to achieve this with a 35mm set up or filter.

There are several ways to mimick this in post, but I'm not sure if you can easily do it while shooting. Some lenses create this effect by itself.
