From what I understand, by definition, a NTSC video is 30 fps, so what is a video considered that is shot at 24p or one of the other frame rates available on the HVX?

Not certain what you are asking.
NTSC video can be any number of different frame rates.

Yep, NTSC standard broadcast frame rate is actually 59.94 fields per second, or 29.97 frames per second. TV stations broadcast video at that rate and as far as I know the 23.98 frame rate video isn't something that is broadcast but is something you can certainly provide and view from tape or dvd or files.

NTSC = 59.94 fields per second. That's all it can be. 23.976fps footage is not NTSC. That's why cameras like the DVX, XL2, etc. all convert their 23.976fps imagery into NTSC-compatible 59.94i video by adding 2:3 or 2:3:3:2 pulldown.

Just in case it's not obvious, 24 fps is the rate for modern film. We shoot and/or play back at 24 fps to help with the elusive "film look".
