Best bang for the buck?

What is a good choice for a camera round $300? I know my options are limited, but my dad wants one for Christmas and nothing too pricey.

I like many of the canon power shot cameras. They are point-and-shoot, but many have full manual control via the menu.

The fuji F30- F31 series is what i recommend Its the only pocket camera I have seen that shoots good in low light - ISO up to 3200 Most look like crap at iso 400.
