What can I do in photoshop to make my actually photos have this type of cartoon effect.

I dunno, that plug in looks like you're just upping the crap out of your contrast, brightness and gain.

To truly do an HDR image, you need your subjects to stand very still, shoot digital photos of them while racking exposure (F/Stop, shutter speed)... make sure to optically compensate for your exposure shifts with depth of field, motion, etc.

Then PS can combine those images into an HDR image, giving you a suberb range of exposures to pick and choose from.

But, to me, none of this addresses your topic.

To get that cartoony look, what you really need is a Wacom Intuos 3 tablet and some painting skills. Start out with your base photo layer, then pick and choose colors from that layer and paint over it on another layer, use a soft brush at a low opacity to blend in and shade. it takes practice... in the old days this look was achieved via an airbrush, so it's much in the vein of airbrushing!
