Im starting to write a new short, and a girl is tied up. Theres a guy torturing her and what not, but i dont want the girl to be able to talk. Is there any type of pill or needle, or something that makes you can't talk? Once i find this out, ill figure out a way to let the viewers no HOW and WHY she cant talk, while the guy tortures her. I don't want to use the good old cloth tied around her mouth, or somehow sealing her lips shut. I wanna see her try to talk with her lips, but the words don't come out.

Como just some advice on your script, make sure there is a conflict and the torture has purpose.
It has become such a cliche in indie film to have various torture sequences that are unmotivated and out of place.
edit- a "not so good" cliche

Succinylcholine chloride would probably work.
But there's no need to tell the audience anything other than "this is a paralytic" as he injects her.

The title of the thread implies that the victim is mute (dumb), not medicated. If the script establishes that the character is dumb there's no need for aqua dots, pills or even Succinylcholine chloride in the script.
See this is what happens when the writers go on strike. All hell breaks loose.

Haha, yeah...we need the writers. It is a good thing that we're trying to write our own scripts regardless, but it would obviously be nice not to have to deal with it on our own.

It all depends ... if you read 'mute' as a verb then the title of his thread implies the act of making people mute - which is exactly what he's asking about.
Get out of your adjective world, milksac - verbs are where its at!

No, the kid has a search impediment.
Making the character mute defeats the whole trying to talk and moving lips thing he is going for...you don't expect mute people to talk, no matter how much they move their lips, and there is no drama there...
Have him make her drink something to affect her vocal chords...she would be thirsty, and given what looked like water, or was water, with a drug mixed in.
That way you can show her taking it without using needles or having her swallow tic tacs and calling them a pill.

You need some story, not just twists or some quirky thing like this person is mute... and agree with the above about torture for torture's sake. Give some meaning... otherwise, it's already been done a million and a half times.

What's the appeal ? Tipper is still looking okay...better than Hillary.

He could shoot her full of those drugs that make you numb before surgery... her face would go numb causing the inability to talk or more her mouth.

I need help too, I have this story where I, uh, I mean, the character robs the Wells Fargo in the Albertson's where my brother works. What is the best way for someone to incapacitate a bank guard? Oh, and how do you disable those silent alarm thingys? Basically, a step by step, or "fool proof" plan to steal all the money in a grocery store bank branch would just be so helpful.

Well like for example, say that the main character wants to buy a bunch of bananas, but they're $1.59 a pound
but he only has $1.45 so he tortures the clerk until she gives him a price break. i'm thinking some "stealers wheel" kind of thing. And then he wants a taco but the taqueria is closing so he tortures the guys closing the shop until they make him some tacos. chicken tacos. and not the boiled chicken, he wants grilled.

Easiest way to achieve this in real life would be a simple Tracheotomy. That way you create a new airway below the vocal chords rendering the person unable to make sounds. If the hole is blocked the person can speak but normally the air will take the easiest route. It also fits in with the whole torture idea. And it can be done with a ballpoint pen or even a straw:

it would be hard to drug someone in such a way that they just lose the ability to utter sounds. swallowing a sedative would sedate far more than the vocal chords - the throat would probably collapse choking the person do death.

That just reminded me of the sewed up lips thing. That was always creepy.
Used again in The Twilight Zone without the stitching. Still, the ol' voodoo shrunked head/lips thing...
