what's the best way to go about making a man look like he was on fire? can this look realistic or at least believable in AECS3?
i was watching 28 Weeks Later and a lot of the effects looked like something done with AE especially with only a 9 million dollar budget...they had a man burning on fire and i could tell it wasn't real fire but it looked believable.

The best way is to use a practical fire element and composite it into position. But you could get some pretty great results by creating cg flames in a 3d app by using a 3d model of the actor as the emitter (similar to this (http://www.allanmckay.com/tut/pflow_fire.avi)).. it would be a lot of work, but would certainly be worth it.

Using real fire footage is the best, the only downside being is that you can't control it to do what you want it to do,
so in that case CG fire is the next best thing,
FumeFX is very, very good.... see some of my tests..(and others)

Just wanted to add, that depending on when you need this shot by, I might be willing to do the CGs for you, but thats assuming its around christmas hols, because thats my only free time.
