1. Bring video into AE
2. Put white solid on top of it
3. drop opacity so you can see enough of the layer beneath(video)
4. Create new project and drag the previous into it
5. Trace a frame advance a frame and erase
6. Trace next frame... repeat

In the paint palette you can set the stroke duration to one frame only.
