Scan Lines Effect

hey guys, chec out the trailer named gabriel here http://www.deathofseasonsmovie.com/ i was wondering if anyone knew how the effect was acheived/ what plug in is used, where there are scan lines and it flickers like a dogey few frames of film... its also used in this fake trailer http://www.youtube.com/watch?v=7jXOp4731cY in the middle and end.

The youtube one looks like it was actually filmed from a TV. Otherwise, scan line type effects are easy. Here's a tut that will help:
