You have two sets of fonts, each on it's own layer. One with just the outline and one filled with white, with the outlined font layer on top. You use masks with a feather to reveal the outline only fonts, and also masks to blend/bring up the filled ones.

ok well I understand the principles of what you said. I know how to create text in photoshop and import them, but I'm having trouble creating just an outline in either AF or PS.
Any ideas i can add a stroke to text in PS but need two layers like you said not one layer.
