Yes, and I built it. In retrospect I would have built it differently, with the wheels perpendicular to each other. I just think that's more stable. Otherwise it's a good plan.

The one in the Killer Camera rigs book has the wheels parallel to each other. But there's a lot of other good info, and the instructions are very clear.
