What'd ya think? which one's positive, and which is negative?
One is wrapped in white, and the other isn't wrapped in anything...

Is this a test?
The one wraped in white is the positive......or it should be.

The foil outer wrapper (shield) will go to the outer ring of the rca jack, the center conductor will go to the center pin. If you're using for power, check for a graphic on the device - there's usually one showing the pin polarity near the socket. Although there is no standard, center pin is positive most of the time.

The wrapped in white will be positive cause it is insulated, the other will be the earth wire.

I would open the case and follow it and make sure Or go back to what ever it was connected to and use a multimeter to test for + and - at the power source.
