Just curious as to what it is doing to the video -- whether it is turned on when it is not needed or if it is needed -- how does it affect quality?

Optical has no effect on the image, that's the whole point! :)
The only effect you'll likely see is when you use image stabilization when you're not supposed to. If you have the camera mounted on a tripod or other stabilizing device, you must turn the OIS off. If you don't, the OIS might "fight" you whenever you start a camera move, and that can lead to a "jerking" image.
Lol, I had just got my camera and 35mm adapter and was trying out some lenses with a panning shot and thought something was really wrong with my tripod. It was so jerky. Then it dawned on me what it might be but I didn't have my manual on me to figure out how to turn the OIS off (didn't know what OIS meant).
But does that affect the image Barry? Before I bought the camera I was corresponding with the guys at Swiss Effects about HD transfers to film and they always suggest leaving that off, suggesting it affects the quality when transfered to 35mm film.
