cure for compression artifacts?

So I light this scene with way for more light then i would have liked. To the point that i lit it flatly and well exposed and yet i still see the dreaded artifacts. Blocky type artifacts in certain sections. I understand seeing them in low lit footage but not in well lit one. I am told that it depends on what you view on but that doesnt make sense. Will a tv ad compression artifacts?

I am using dvd studio pro. I use the basic settings, could this be my problem?

its part of compression in general. on smooth graded walls yo uwill get banding in an 8 bit compression scheme. it cant be avoided.
