What program are you using to edit your documentary? Many editors like FCP have this affect built in.

I Have FCP .. I tried to use it and the result was not satisfactory -- It was recommended for me to use After Affects .. I evern dowloaded a 30 day plugin that suppose to make this peace of cake - but it did not work

All there is to it is keyframing some animation properties. If you don't know how keyframing works, read up on that first. Then, put your art assets into layers and twirl down the properties to reveal Scale and Position. Animate away!
You could also do it by making the layers 3d and animating a camera, but that seems unnecessarily complex for what you want to do.
The key here is to make sure you're starting with images of higher resolution than your output format. If you're outputting to DV, try to make sure your stills are imported with at least twice that much resolution... otherwise you'll lose quality as you zoom.

Just keyframe the image's scale and position to zoom in and out on different areas. You can do this in AE or even in Premiere since its simple scale and position keyframes
Now if you want to go a few steps closer you can do use AE's camera projection to map a photo onto simple geometry.
He has 3 tuts on it check out camera projection 1 and 2 and the vanishing point tuts http://videocopilot.net/tutorials.html
you could combine this 3D box method with the photoshop cut out layered method too.

You could absolutely do it in AE, but really I've done a lot more still image work in Premiere. The interfaces are simpler and you don't have to export back and forth.

Even though I have FCP, I use iphoto to make my quick and dirty photo montages. You lose alot of options, but if you don't need much then that is fine.

If you can manage applying a couple of FFX presets, these make slideshows very easy:

I did a 4 screen HD show very quickly with these. These two presets create an automatic fade in/out and a slow zoom.
Just thought I'd mention it.

I was able to get the the pan and zoom work to certain extend ..
It's hard to get the image size correct - some images are narrower etc .. Had to play with it a lot in photo shop
I also read that the best way is to use a Camera to do something smoother
Is that the case?
I'm surprise that there is not even one straight forward tutorial on how to do this. I imagien zoom in and pan aer used extensively in the documentary films.
Also I went to book store , could not find any chapter on how to do this ..
Of course there are chapter on how to do key framing - just surprise no one has come out with a tutorial for just doing this kind of work for documentary work ,.
Of course free online tutorial are good and useful - but ..
Thanks

Creating Motion Graphics by Chris and Trish Meyer has tutorials on this. The links I posted on page 1 are tutorials from them on this exact procedure...if you look through the list you'll see one about 3d motion control camera in AE or something like that. I would also recommend Graymachine's ffx presets above...I've never used them but he knows his stuff and they have been production proven it seems. Can't beat that.
