Marqee effect in AE?

I guess this is really an elementary thing for you seasoned AE artists, but im relatively new to AE. I d like to have a marquee on my rectangular shape/path (not sure which is easier) , something like Vegas effect but more realistically looking.
Could any 1 please gimme a hand here, like a how-to or a project file? I have Trapcode plugs, maybe there 's anything there that could aid with my effect?

you could cut up some photos of the same light on and off, then in photoshop copy clones of the light all around the marquee area you want. you canj make 2 or 3 frames of your marquee with every second/third light lit and then shifted over one in the next frame. then loop playing those frames over and over gives you a more realistic marquee. The number of off lights you want between lit lights is the number of frames you will need to make and loop. (ie every second light lit would only need 2 frames, 2 unlit lights between lit lights would need 3 frames.)

you really have to decide on what you want to marquee first and not change it, but you could use vegas to figure out how many lights around you want and how fast to animate them .
