I'm very new to the program, and I'm having some trouble exporting properly. Essentially, there's a bit of motion lag. A lot of the time there'll be a ghosted image from the previous frame. This is when I put the footage into premiere. It looks perfect in AE, so it must be something to do with the exporting process. I'm currently using DV NTSC at maximum settings, and the footage is from a mid range miniDV cam.
Can anyone help me out with this?

are you hitting up composition, make movie?

I assume you're trying to render out as DV NTSC footage?
It sounds like an issue with your field dominance.
Make sure your Field settings are set to "lower field first" in your render settings.
That would be my first guess.

It also sounds like a frames per second issue in either you composition or during output. Outputing 29.97 at 30, 24, 25, 23.97 will cause artifacts and strange things, as will Taking 24p footage and exporting it as 29.97 without the pulldown.
Make sure your composition settings are exactly the same as your source footage. Also, if you are shooting interlaced, unless you are doing some really funky effects to your footage, or scaling it, rotating it, or things like that, turn the Lower field first option to off in the Interperet footage box.
And export by default in AE is non-interlaced, so you have to specifically tell it to be interlaced in the Render Settings in your Render Que.

How can I find out what frame rate I'm shooting at? It's on a mini DV Canon Elura.

That is 29.97 interlaced. Just drag your footage to the icon that looks like this;

And your comp will be set up properly.
Then go here:

and go to Render Settings and make sure you render with fields, lower field first.
You should be golden.
Ignore the higlighted boxes, I used them from another post. You can see Render settings right above Output Module.

You are welcome. But again, unless you are doing some major manipulation of your original footage, make sure your Interpret footage is set to off, and NOT lower field first. You will save rez that way.

Actually, I can't quite find that window. Could you give me a step by step of how to export? I've been going Export, AVI, and then altering the settings to what I thought would have the least compression.
I'm using AE 7.0, which may be why I can't find that window.

Don't export. The render queue gives you a lot more control over the render settings. Under the composition menu choose "make movie" or "add to render queue". From the render queue if you click on the blue text next to the words Remder settings or Output module it will bring up another window where you can set the various parameters for rendering. For more information about all the setting check the manual.
