I was wondering how the canon 35mm lense adapter works. I just thought it was like a step down ring so you could put different lenses on it but then I realized it was way to expencive for just that. And also on B/H under accesories it has batteries. So does it act like a letus35?

No. It just lets you put better lenses on the Canon body. DOF remains the same because you're still relying on the same 1/3'' chip. In fact, the small size of the chip will cause whatever lense you put on to have its magnification factor increases 7 times. So a 50mm lense will become 350mm for example.
