Why is it when I want to move a whole section of my project back to cover up a gap by using the select all tracks tool, it won't budge? All of my tracks are unlocked.

For whatever reason after I selected the ALL tracks tool and my tracks did not budge, I then right clicked my mouse then clicked the Close Gap option and then they moved to the location I wanted them too. Why did I have to use Close Gap and Move All tracks should have done the trick?
